President Duterte Finally Signed The "Universal Health Care Law" That Makes All Filipinos A Member Of PhilHealth

While the Congress still drafting a final version of the bill raising tobacco taxes, the Senate said that the public could expect sufficient funding for the Universal Health Care (UHC) program.

According to PhilStar, the Senate and House of Representatives included the funding from the Philippine Amusement and Gaming Corp. (Pagcor) and Philippine Charity Sweepstakes Office (PCSO) for the UHC in the P3.7-trillion General Appropriations Bill for 2019.

Senator JV Ejercito is pushing P90 additional tax per pack for cigarettes and the additional savings that were discovered during deliberations of the proposed national budget for this year will further boost the UCH.

“There will be funds available for UHC,” Ejercito said.

However, this is contrary to the statement of the Department of Finance (DOF) and the Department of Health (DOH). The health advocates said that the non-passage of higher tobacco tax would imperil the effective roll out of the UHC. They claimed that the UHC is short of P40 billion for its first year of implementation.

“To the tobacco industry, don’t think we are charging everything from you. We will find the sweet spot. We do not want to kill the industry. We understand that hundreds of thousands depend on the industry for their livelihood,” Ejercito said.

Senate President Vicente Sotto III also clarified that there is enough budget for UHC with or without sin taxes.

“Let us put it this way: it is not imperative to pass higher tobacco tax just to be able to implement the UHC program of the government. The program can be implemented even if we’ll not able to pass it in the 17th Congress,” Sotto said.

The Universal Health Care program is a priority of President Duterte and is ready to be signed into law. And just in time, PRRD affixed his signature to the Universal Health Care (UHC) law in a special ceremony in  MalacaƱang.

According to Rappler, the law intends to automatically enroll every Filipino in the National Health Insurance Program, created by the measure. The program would be handled by the Philippine Health Insurance Corporation (PhilHealth).
